This appears to be an etching in colours by Warrington Colescott (born 1921 ), number 10 of a small edition of 10, second state, titled "coffee house", signed lower right. This might be one his etchings done in the 1960s, due to the experimental low number. Etchings by the artist are offered and sold on a regular basis at auctions. The estimate is based on current results.
